About Shafer township

Shafer Township is located in southeast Chisago County, bordered to the east by the city of Taylors Falls and the St. Croix River, which is the MinnesotaWisconsin border. The city of Shafer is in the southwest part of the township but an administratively separate entity. The unincorporated community of Palmdale is in the north.

U.S. Highway 8 follows most of the southern boundary of the township, turning northeast to travel to Taylors Falls, then across the river to St. Croix Falls, Wisconsin, and leading west to Lindstrom and Chisago City. State Highway 95 (MN 95) crosses the north part of the township, passing through Palmdale and leading southeast to Taylors Falls and northwest to North Branch.

Snow Removal Policy

The goal of the Township is to have all roads passable within a reasonable time after a snowfall.  The Township of Shafer does not assure a completely bare road and will not sand entire sections of roadway.  Users of the road system are expected to use and exercise caution when on Township roads.  The legal speed limit is not possible at all times. 



1. Dispatching of snowplow: 

Snowplow will be dispatched after the snowfall has stopped.  During extended periods of snowfall, exceptions may be made. 

If snowfall stops during regular working hours, plow will be dispatched.  If snowfall stops during night time or early morning hours, plow will be dispatched between 4:00 a.m. and 5:00 a.m.  Weekend plowing will be the same as weekdays. 


Blacktopped roads will be plowed as deemed necessary 


Gravel roads will be plowed after a snowfall of 2 inches or more.   


2. Operations: 

Clearing of roads will be done in stages. 

    a. Making roads passable 

    b. Widening and sanding when possible 

    c. Cleaning and widening 


3. Mailboxes and Fences: 

Only mailboxes and fences properly placed and installed and are damaged by actual contact with Township equipment will be repaired at Township expense. 


Township residents are to be reminded it is unlawful to plow snow from private drives onto or across public roads.
